The payment owner or the user who has created the payment can edit the payment at any point before it is approved:

1. When the payment owner has accidentally created a payment but wants to edit the payment. If any approvers have not approved the payment yet, then the payment owner can edit and resubmit the payment.

2. if the approver denies the payment then the payment owner can edit and resubmit.
